The IDE » Debugger » Xdebug » Download branch of Settings provides download links for the dependencies you'll need to set up PHP debugging via Xdebug in UEStudio.

Please note that UEStudio does not automatically install the applications / files necessary for PHP debugging. You must install and configure these separately. Generally all that's required for PHP debugging on Windows is an "all-in-one" package like WampServer, which includes Apache server, PHP, XDebug, MySQL, and other software commonly used for web server stacks. There may be some minor / light configuration involved in order to configure Xdebug as required for external debugging.

Note: Remote PHP debugging is not supported in UEStudio at this time.
